Dear Shriya, The Municipal Commissioner and additional municipal commissioners are IAS officers appointed by the state government ( CM) hence accountable to them. The Corporator/councillor is elected by the people and obviously accountable to them. The city of mumbai is divided into 24 administrative wards i.e. 24 offices from which municipal services are delivered. They are headed by the ward officer. We have 227 councillor wards. They have only deliberate powers (decision making) but no executive powers. Read current scenario and city structure on the website. |

The second off lane on S.V.road enroute 2 Goregaon from Jogeshwari Station, to be precise is called Bandivali Hill Road next to which a project has commenced say before 6-9 months ! The FSI law as permitted by BMC when considered should allow the road to expand but is still the same which is unusual is it because of corruption (bribery) or any other reason it is still unclear ! The lane being so narrow & hilly from the top lots of accidents have happened due to accompanied & unaccompanied vehicles moving along the wall due to brake failure ! Few have lost ther lives fer handicapped ! Someone has to be held accountable for this who ? The corporator or BMC offical who signed the residential project !!! Someone needs to answer these questions.

How can societies in Thane (I have many friends living in different societies in Thane, that's why the plural tense) form a nexus with BMC/TMC to make a difference in our societies - mainly to do with cleanliness/ hygiene. Even generating awareness amongst the residents on matters like health issues - cleaning the area of puddles of water, air pollution, (servicing their vehicles for eg to avoid that) pest control measures, All these taken up and implemented on a regular basis with coordination between the residents and TMC. Through Votemumbai we have tried to initiate legitimate citizen involvement into these city functions and are training citizens on how to function and interact with the BMC. If you have a large group i suggest a campaign in Thane. Due to the National Urban Renewal Mission and the Nagar Raj Bill the government has decidied to make some important changes. There are also documents available in the loksatta movement office which can be useful to you for the functions you mentioned. |

The BMC is not accountable to us but to the commissioner and the Chief Minister of the state. Greater London is the top-level United Kingdom subdivision (which corresponds to the state in India) covering London, but Mumbai is not the top-level subdivision of India. Ken Livingstone is the mayor of Greator London (we have CM to do this job). The term "London" is often used in reference to Greater London. It covers not only the City of London but also 32 London boroughs. Greator London doesn't have official city status while Mumbai has it. Why should Mumbai have a structure of governance which other cities have set for their convenience ?

Thank you for taking time to understand the proposals extended by "VOTE MUMBAI" Campaign. One of the proposals that Vote Mumbai has suggested is "Directly Elected Fully Empowered Mayor" for the city of Mumbai. Once this happens, Mayor will be fully in charge of the city of Mumbai Municipal Corporation including city planning, execution & enforcement of municipal laws. The relation ship between Mayor & CM will be that of between CM & PM. CM will have no say in the running of BMC however will have power to remove Mayor & call for fresh elections for Mayor in extraordinary circumstances like Union Govt has power to remove state govt. under certain specified circumstance like breach of the constitution. This ofcourse will be open to challenge in High court. Other than this CM will have no control over Mayor. Mayor will have a fixed tenure otherwise & will be fully accountable only to the citizen of Mumbai and will have to perform in order to get reelected.

The current system is flawed in every way. The citizens, like you and me, and our choosen represntatives do not have powers to monitor how the city is run. In the new system we will be able to decide which gutters need to be cleaned, which roads need to be repaired etc. Like any other sane democracy our leaders will be empowered and will be answerable to us. Corruption will reduce. The only way the city can really improve is this. We are only replacing an outdated computer with a P10, the sftwares can be taken from anywhere in the world. |

My question may seem a bit confused & unclear but this is what i've felt. Today the entire world is becoming self-centered. All people have to think about is my self, my family, my community, my country & the list goes on. With the roots of this attitude lying in not only the upbringing but also the education being an additive to this, why are not measures not being taken to solve the problem at the root itself? The terrorist attacks, the 26/7 deluge were all a result of the fact that some one somewhere felt that it is not good for him to continue in the present situation & do his duties honestly. Can there be any solution to this? Can the up coming generation be made aware of the fact that though the thesaural meaning of 'self' is very confined, one can always redefine things for himself. Can they be made to picturize entire humanity as their 'self' & act accordingly? Will the examples set by the great leaders of the world be used in this approach? We know of these as the problems. Some other reasons are lack of planning, rapid development and slow reactions, lack of executive authority with city politicians, no decentralisation, multiple agencies working in the same area etc. Everyone else is suggesting piece meal solutions of building one sea link here and a metro rail there but these cannot solve all the problems of the city. What we need is a planning body (read Metropolitan planning Committee); a strong city leadership( read directly elected Mayor); decentralsation and citizen participation(ward committees & area sabhas) and accountability and transparency measures( checks and balances and area sabhas). |

There are contracters,rik owners and hoteliers who are bringing poor labours and puting them in small zopadi. Two meals with shabby conditions. they behave like bandhwa majdoor. Tthe do not have a voice because the caste power or goondagiry.
Unless each cityzon feels this is my city nothing is going to happen .

In a sane democracy the elected representatives should be solving our problems. Unfortunately because of a flawed governance system this does not happen. A group of individuals, mumbaikars. like you have spent two years researching the real problem and are suggesting a comprehensive solution. We cannot ofcourse solve every little problem created because of bad governace but we can put a system that would make a difference. |
